After the promising results of the 2023 experiment aimed at putting GenAI at the service of public service agents and users, the government is accelerating and launching a call for expressions of interest to identify 'off-the-shelf' generative AI solutions, in other words, ready-to-use solutions adapted to the public sector.
Led by the Interministerial Directorate for Digital Affairs (DINUM), in collaboration with the Directorate General for Enterprises (DGE) and the State Procurement Directorate (DAE), this call aims to provide public administrations with immediately deployable solutions that do not require deep technical expertise and can meet the growing demand for language processing, document automation, or decision support.
Candidates can propose:
- A complete solution based on open-source or proprietary technologies, which does not require specific technical skills for deployment, customization, or maintenance. These solutions may include, but are not limited to, tools for document synthesis and analysis, conversational agents, or automated fraud and anomaly detection systems;
- A targeted technological component designed to facilitate the integration or exploitation of GenAI within public information systems. This could include, for instance, model inference services, vector database management with user-specific partitioning (RAG and API), or specialized learning modules (fine-tuning) enabling the adaptation of models to the specific contexts of administrations.
Selection Criteria: Security, Sovereignty, and Compliance
Regardless of the nature of the contribution, it must ensure the control, sustainability, and independence of the State's information systems. In terms of security, the solution must be hosted on SecNumCloud infrastructures, a label developed by ANSSI that guarantees a high level of data and digital infrastructure protection, located in France or the EU. It must of course comply with French and European regulatory frameworks related to AI, copyright, and personal data protection, and be capable of simultaneously managing a large number of users.
Concerned Parties
The call is open to any legal entity in the European Union. It targets both large software publishers and startups in the acceleration phase, public-private consortia, or associations that have until May 15 to submit their application.
The selected solutions will be listed in the interministerial generative AI technology stack, thereby enriching the technological basis of the Albert API, developed by DINUM.
The winners will have the opportunity to present their solutions next June at the upcoming edition of the VivaTech fair, at Paris Expo Porte de Versailles, thus gaining visibility.
