Yannick Meneceur

Yannick Meneceur est magistrat de l’ordre judiciaire en disponibilité, chef de division au Conseil de l’Europe. Il est également maître de conférences associé à l’université de Strasbourg en droit du numérique et ancien élève de l’IRA de Lille (qualification analyste). En tant que magistrat, il a exercé des fonctions pénales, notamment en matière de lutte contre la cybercriminalité et la contrefaçon. Il a aussi dirigé au ministère de la Justice un important projet informatique national. Au Conseil de l’Europe, il a contribué à l’analyse comparative des systèmes judiciaires européens et a développé une expertise en matière de transformation numérique, notamment en ce qui concerne la régulation de l’intelligence artificielle. Directeur de la session « droit et numérique » à l’ENM, il est aussi membre du conseil d’administration de l’Institut PRESAJE. Son premier ouvrage, « L’intelligence artificielle en procès », a été publié en mai 2020 dans la collection Macro Droit – Micro Droit aux éditions Bruylant et a reçu le prix du Cercle Montesquieu en 2021.
